A Bronx neighborhood comes under attack by a ravenous, crack-addicted raccoon, prompting the opportunistic deputy mayor on a mission to capture the rampaging creature in order to get elected. The blood begins to flow, however, when it's revealed that more creatures have been hiding in the shadows.
