When a Yakuza assassin emblazoned with the Blue Tiger tattoo kills her young son, Gena Hayes (Madsen) transforms herself into the predatory Red Tiger to seek revenge. Aided by reclusive tattoo artist Smith (Stanton), she prowls the underworld of Los Angeles's Little Tokyo, seducing Japanese gangsters one by one to see if their bare bodies contain the tattoo she seeks.
