Major Philip Waring is head of a top-secret government organization called the Cipher Bureau, dedicated to smashing Nazi spy rings. His brother, Paul, is anxious to prove himself as a member. Sent on a routine mission, the young man meets and falls in love with a mysterious femme fatale, Therese Brahm. Paul does not realize that she is secretly a German agent instructed to destroy the Cipher Bureau. Philip must stop his own brother from inadvertently exposing the existence of an agency vital to the security of our nation...

Cipher Bureau stars ever-reliable character actor Leon Ames. His most famous early role was as Edgar Allan Poe's detective Pierre Dupin in Murders in the Rue Morgue (1932), using his birth name Leon Waycoff. Later he would appear Meet Me in St. Louis (1944), Thirty Seconds Over Tokyo (1944), Lady in the Lake (1947) and the film noir classic, The Postman Always Rings Twice (1946). He also played Wilbur's neighbor on the popular TV series Mister Ed (1963-1965). Actress Joan Woodbury, who gained fame with her sexy dance in 1937's Charlie Chan on Broadway, is best remembered for her roles in King Of The Zombies (1941) and The Ten Commandments (1956). Prolific director Charles Lamont, whose career dates back to the silent era, is best remembered for several post-war Ma and Pa Kettle films as well as the last few Abbott and Costello features made at Universal in the 50s. Cipher Bureau was popular enough to warrant a sequel, Panama Patrol (1939), with Leon Ames and Charlotte Wynters reprising their roles.
